RUTLAND TOWN SELECT BOARD COMMITTEE MEETING
HIGHWAY COMMITTEE
FRIDAY JANUARY 12th, 2024
The Highway Committee of the Rutland Town Select Board met at 9:00 AM on Friday January 12th, 2024, at the Municipal Town Hall. Present was Select Board Clerk Joe Denardo, Select Board Member Kurt Hathaway, Road Commissioner Dave Sears, Town Administrator Bill Sweet, Robert Clark Otter Creek Engineering, members of the Town of Clarendon Select Board and Town of Clarendon residents.
- The Clarendon Select Board presented a new proposal to the Committee for a winter road maintenance agreement for Quarterline Road.
- The proposal is to trade time at agreed upon hourly rates.
- The committee did not make a decision and will bring it to the full Board.
- Robert Clark, from Otter Creek Engineering, was present to get caught up on the status of Town projects and to discuss future projects.
- Discussed the status of the shared use path, and the Post Road sidewalk.
- Discussed the topic of a Town wide water survey brought up by Mr. Clark at a previous meeting. The program did not get funding. An alternate program, to identify lead and galvanized pipes, was put in place instead. Otter Creek Engineering is working on this project at the direction of the State.
- Reviewed the plans for replacing the Stratton Road culvert. They are about 75% complete. Discussed some details needed. The plans were given to Commissioner Sears, and he will be following up with Mr. Clark.
- Reviewed the project to lower a section of north Grove Street to help improve sight lines. Information was given to Commissioner Sears for review and follow-up.
- Review of Carmel Place documents submitted for the requested takeover of the road.
- Commissioner Sears reviewed each document and compared them to the list of required documents. After discussion, we will follow up with the Homeowners Association representative and provide a full list of what is missing.
- No survey was provided. The committee agrees this is required to show exactly where the road is.
- There is no easement information included. These are required and still needed.
- The final page of the Act 250 permit was included, but not the full permit itself. This is required and still needed.
- There are additional items missing. After discussion, the check given to the town for documents review fees will be returned until such time as a complete package is provided.
- A copy of the covenants will be requested as well.
- Continued discussion of the offer for road maintenance on Quarterline Road from Clarendon.
- With the addition of an additional road crew member, and trucks, maintenance is being done more often and quicker than in the past.
- Discussed grading services. Commissioner Sears is planning to have his 3 crew members go through a class so it can be done without hiring someone.
- The committee will recommend to the full Board that the offer be rejected.
The meeting adjourned at 10:54 AM.
