SUMMARY OF INCIDENT: On 11/9/2020 at approximately 11:18 hours, the Rutland Town Police Department was dispatched to 303 US Route 4 East, Big Lot, within the Town of Rutland, VT for a reported theft in progress. Investigation revealed Roland Smith, 39, of Chittenden, VT exited Big Lots without paying for merchandise. Smith was located on Woodstock Avenue by Officers of the Rutland City Police Department and Smith was issued a criminal citation to appear in Vermont Superior Court, Criminal Division to answer to the charge of Retail Theft.
