RUTLAND TOWN SELECT BOARD

HIGHWAY COMMITTEE MEETING

TUESDAY JANUARY 19TH, 2021

The Highway Committee of the Rutland Town Select Board met at 12:00 PM on Tuesday January 19th at the Rutland Town Highway Garage. Present was Board Chair Mary Ashcroft, Administrative Assistant Bill Sweet, Town Road Commissioner Byron Hathaway, Town Recreation Director Mike Rowe, and Robert Clark from Otter Creek Engineering. The committee discussed the request for the town to take over Carmel Place.

  • The committee reviewed the plans for the shared use path brought by Robert Clark of Otter Creek Engineering.
    1. It showed some options for the route the proposed path could take. The committee focused mainly on the one that would least disrupt the natural area it will go through.
    2. There are some areas of the park which may have archaeological significance and there are routes which will minimalize or eliminate the impact of these areas.
    3. The path will be 8 feet wide and will be gravel.
    4. Discussed paving the entrance to the path at the Chasanna Drive end to improve the initial appearance. A final decision was not made but this will be considered.
    5. Mr. Hathaway discussed the screening that will be used at the Chasanna Drive end spanning the area obtained by the easement. He plans to discuss screening and aesthetics with the adjacent landowners.
    6. The path is intended to be ADA compliant. Mr. Clark will review the requirements and ensure the specifications comply.
    7. A culvert may be required depending on the review of the grading plans.
    8. It is expected that the town will do most of the construction.
    9. Mr. Hathaway and Mr. Clark agree the cost of construction to be between $15,000 and $20,000.
    10. Mr. Clark expects the grading plans to be ready to review in less than 2 weeks.
