TOWN OF RUTLAND PLANNING COMMISSION
MEETING MINUTES
DATE: June 23rd, 2022
LOCATION: Town Hall and a publicly accessible conference line
OPEN MEETING 6:30 P.M.
Commission Members Present: Chair Barbara Pulling, Howard Burgess, Andy McKane, Mary Beth Poli, and Norman Cohen. All members in attendance are voting members for this meeting.
Members of the Public Present: None
Approval of the Agenda:
Mr. McKane moved to approve the agenda. Mr. Burgess seconded the motion. The motion passed unanimously.
Old Business: Final review of Building Notification Ordinance Questionnaire for possible inclusion in Permit Tracking Ordinance
- Some revisions to the proposed permit were discussed and included building construction information.
- Discussed if these changes can help the Listers office or if it is duplicating efforts.
- Discussed if this process would apply to the removal of buildings. Mr. Burgess said residents removing buildings are usually quick to let us know.
- Discussed not having the permit require a lot of detail, which may be overwhelming and deter residents from completing it.
- Discussed how best to call out the permit on the Town website. No decision was made.
- Discussed what information should be sent to the Town Attorney for review. Mr. McKane moved to send the questionnaire, the draft permit, and the ordinance to our Town Attorney. Mr. Cohen seconded the motion. The motion passed unanimously.
Old Business: Discussion of upcoming work on other new ordinances
- Other topics which have been discussed to be addressed with new ordinances are noise, firearms, and small farms.
- None of the members expressed interest in working on it independently. The topic will be discussed at a future meeting.
Old Business: Update on energy survey for town residents
- The Selectboard approved the questionnaire and asked for 2 qualifying questions to be added. Questions asking if the respondent is a town resident, or a town business will be firs on the survey.
- The Board asked for the survey to be launched at the Town Wide Celebration and run through the end of October.
- Discussed how much Efficiency Vermont should be highlighted in the survey. The addition of a specific question was discussed. It could create other issues with other organizations not being included. More specific information could be gathered later.
- There was concern about changing the survey by adding additional questions or changing the focus after receiving approval from the Selectboard.
Old Business: Booth at Town Wide Celebration – August 27
- Members are needed to help staff the booth. The event runs from 10AM to 2PM.
- Information including the energy survey and the Pocket Park will be available.
Announcements
- Act 250 is planning to review the change of use at the Cortina Inn regarding their Act 250 permit.
- The wind turbine developer for Grandpas knob will be invited back to give an update on their project.
- Discussed the Informational Building Permit violation notice issued to a town resident. The Board received a request to waive the fine and has scheduled a hearing to discuss it at a future date.
- Mary Beth Poli updated the Commission on her work helping the Rec Department complete an Act 250 amendment to build mountain biking trails. This is part of a the planned larger Velemont trail system which has made some big steps forward in its planning as well.
Approval of Minutes June 2nd, 2022:
Mr. Cohen moved to approve the minutes. Mr. McKane seconded the motion. Some changes were suggested. Mr. Cohen moved to approve the minutes as corrected. Mr. McKane seconded the motion. The motion passed unanimously.

Mr. McKane moved to adjourn. The meeting adjourned at 7:45 PM.
