RUTLAND TOWN SELECTBOARD COMMITTEE MEETING
POLICE COMMITTEE
NOVEMBER 24th, 2025
The Police Committee of the Rutland Town Selectboard met at 5:08 PM on Monday November 24th, 2025, at the Municipal Town Hall. Present were Selectboard Chair Mary Ashcroft, Selectboard Member Matt Getty, Town Police Chief Ed Dumas, and Town Deputy Police Chief Ted Washburn.
Discussed the use of overtime so far this year. The budgeted line is at 60% usage in only 3 months. Most of this is due to the work by Officer Plakas on the Sex Offender Registry compliance. His time has been billed, and we are waiting for the reimbursement. There are also additional funds from forfeitures expected. The Chief will keep the committee updated on this.
Discussed directed patrols for the holiday, and the use of funds from the Cortina Settlement to pay the overtime expense. An officer would do this work on their day off or extend their time after a regular shift. The typical additional shifts are 40 hours per week, at $63 per hour. There is $157,000 left in the Cortina Fund. The total cost for the two-week time frame requested is $5040. The committee approves this request, and it will be ratified at the next Board meeting.
Discussed how to use the School Resource Officer and the constables to increase patrols and speed enforcement and how to best balance patrol visibility, calls and paperwork.
Discussed how the open position will be filled once Chief Dumas retires, and how best to organize the department going forward.
Discussed the best way to replace the next car. There are options for using the vendor we have used for the last 2 vehicles; there is a new vendor who also offers state bid pricing or getting the vehicle through a lease. The last option requires the vehicle, equipment, and installation to all be done separately.
Discussed how to budget for new staffing after Chief Dumas retires.
Discussed the upcoming meeting with the representatives from Walmart. A good dialogue is expected. They will discuss what Walmart is anticipating for law enforcement coverage versus what the department anticipates being able to provide when the store opens.
