RUTLAND TOWN SELECT BOARD

WATER & SEWER COMMITTEE MEETING

TUESDAY APRIL 23rd, 2019

The Water & Sewer Committee of the Rutland Town Select Board met at 9:00 AM on Tuesday April 23rd at the Municipal Town Hall. Present was Board Chair  Josh Terenzini, Board Clerk Mary Ashcroft, Board Member JP Faignant, Administrative Assistant Bill Sweet, Town Road Commissioner Byron Hathaway, Town Clerk & Treasurer Kirsten Hathaway and Town Lister Howard Burgess.

  • Josh Terenzini will be the chair for the committee
  • The committee reviewed and discussed the most recent list of sewer allocation amounts.
    • The exact total of allocations is not known. This list represented the best estimate.
    • Discussed what the process would be if the Town needed to take back allocations from businesses. Town Attorney Kevin Brown will be contacted to ask what the process would involve.
  • Reviewed the Allocation of Sewer Capacity Ordinance. This will be added to the agenda for discussion at the next Select Board meeting.
  • Reviewed and discussed the first list of bills received from Rutland City and Fathom Water Management.
    • O&M fees were added to many accounts which had not previously been charged. The accounts which had this added was not done in consultation or discussed at any meetings.
    • A letter will be sent to Rutland City and to Fathom with a request to only send us payment for O&M for accounts on the original list. We do not want to accept overpayment and have to deal with refunds.
  • Reviewed a list provided by Howard Burgess of addresses which are not currently being charged O&M but should be. The list has 42 addresses. A notice was created previously with the help of the Town Attorney. No decision has been made, but no O&M will be charged without a notice being sent out first.
  • Discussed the expired Water & Sewer contract between the Town of Rutland and the City of Rutland.
    • No Decision on whether to move forward to try to renegotiate the contract.
  • Howard Burgess brought up the ad valorem charge. New buildings would fall under this requirement.
    • Possible candidates would be The new Kinney Dodge building, the addition on Key Honda and the Aldermans Buick building.
  • Town attorney Kevin Brown should be invited to a board meeting to have an executive session meeting for possible contract negotiations. He will also be asked to help draft a notice to users who may have O&M charges added to their account.
  • Town Water & Sewer inventory
    • Byron has a database started and he will be targeting late May to begin mapping man holes. He will use various existing data bases to look up data that can be added
  • Discussion of adding a new water main on Randbury Road
    • After getting a memo from Kevin Brown in October of 2018, there was a discussion at a Select Board meeting to amend the ordinance to allow the usage of O&M funds to build this water main.
    • Bill will look up the minutes from the meeting where this was discussed and include them for the next board meeting
    • A discussion of connection fees will need to be discussed at future meetings
    • Engineering of the project will be necessary
    • If approval is given, engineering and design could begin this year with construction possible in 2020.
    • Mark Youngstrom and Stantech are possibilities for engineering firms
  • Discussed a user billed by the town with a large past due balance.
    • Will discuss appropriate next steps with Kevin Brown

There being no other business the meeting adjourned at 10:06 AM.
